Item is a Piper Cherokee Switch Nav Lights, part number 487-770. This item is as removed from a 1964 PA-28-140, serial # 28-203xx. Tested OK with multimeter. See the attached images for condition and take note - one screw is longer than the remainder and likely was the result of a mechanic that lost the original and didn't cut this one. Two washers are missing.
