Item is a Skull Cap Spinner of unknown origin. I figure someone somewhere just has to have this thing, and maybe it's you! Could be used as a Yakima or perhaps a bowl with a hole in the bottom.  Take a look at the attached images and decide if you want to make this Fatman's Fun Bin item yours!
